We're awaiting VMware to close the gaps by delivering a full VMware Tools on Windows 11 ARM. The only version of Fusion which works on the M1 is a Tech Preview: 3. Please double check your configuration with the instructions in the Unofficial Fusion 13 for Apple Silicon Companion document. May have missed a step in creating or installing the virtual machine from the converted VHDX file.
